Bellafonte Canceled

The last Great Bandwagon Market order has now officially been canceled: TVA was issued two construction permits for Bellafonte in 1974. We all knew it was going to happen since it was deferred in 1995, but both CPs have now been terminated.

Watts Bar Unit 2 still has a CP, but it's an additional unit and is likely to also get canceled.
